This development consits of 8 dwellings. Block 8 is 4 units 1 bed maisonettes. Block 9 is 4 units 1 bed maisonettes.
125 No. residential units (incl. 53 No. houses, 54 No. duplex units and 18 No. apartments) (total residential unit GFA proposed: c. 11,595 sqm), an associated childcare facility (c. 296 sqm), and a network of public open spaces, including a landscaped linear park running alongside the River Liffey.
Housing
The proposed development provides for a varied mix of housing unit sizes and typologies, as follows:
• 18 No. one-bedroom units (incl. 4 No. apartment units and 14 No. duplex units);
• 27 No. two-bedroom units (incl. 14 No. apartments and 13 No. duplex units);
• 78 No. three-bedroom units (incl. 27 No. duplex units and 51 No. houses); and
• 2 No. four-bedroom houses
An ancillary ESB Substation is also proposed.
Car Parking
204 No. car parking spaces are proposed. These comprise:
• 106 No. spaces to serve the housing units (2 No. space per unit);
• 68 No. spaces to serve the duplex units (1 No. space per unit, and 1 No. visitor space per 4 No. units);
• 23 No. spaces to serve the apartment units (1 No. space per unit, and 1 No. visitor space per 4 No. units);
• 7 No. spaces to serve the creche (incl. 3 No. ‘set-down’ spaces).
Bicycle Parking
The Subject Proposal includes some 270 No. bicycle parking spaces, with additional cycle spaces located in the proposed houses’ rear gardens.
164 No. secure bicycle parking spaces are provided in purpose built-bike stores serving the
duplex and apartment units, and the childcare facility:
• Bike Store A (to serve northern duplex building): 24 No. spaces;
• Bike Store B (to serve northern duplex building): 24 No. spaces;
• Bike Store C (to serve Duplex Block B): 24 No. spaces;
• Bike Store D (to serve Duplex Block C): 24 No. spaces;
• Bike Store E (to serve Duplex Block D): 24 No. spaces;
• Bike Store F (1 No. to serve apartments): 32 No. spaces; and
• Bike Store G (1 No. to serve childcare facility): 12 No. spaces;
In addition, there are 106 No. short-stay cycle spaces provided to serve visitors to the neighbourhood.
Childcare Facility
The proposed childcare facility (296 sq m) is located at a prominent location at the centre of the Riverside residential development. That location, close to areas of proposed public open space, is considered to contribute to a sense of community and also to the transition between character areas within the estate. The facility incorporates, inter alia, 4 No. classrooms, a staff room, restroom facilities and an
office across two storeys. A secure, private outdoor play area of c. 100 sq m is provided to the rear of the creche. A segregated bin / bike store, including 12 No. secure cycle space – as described above – is also included. Some 4 No. car parking spaces are provided to the west and south of the building for use by staff. A ‘drop-off area’, comprising 3 No. spaces, is also proposed to the south. Short-stay bicycle parking is provided to the south west.
Landscaped Riverside Amenity Area
A landscaped riverside public open space of some 1.19 ha is proposed, in addition to a further 0.30 ha network of ancillary, high-quality green spaces interspersed throughout the residential development.
The overall public open space proposed amounts to some 1.49 ha. These areas provide ample space for recreation of all kinds, and represent some 35.92% of the gross site area. The principle public open spaces (POS1, POS2, and POS3) represent some 10.48% of the net site area.
As such, the Design Team’s considerate approach to the preferred landscape strategy has resulted in a proposed development characterised by green space and a strong connection to nature.
An EIA Screening Report and an AA Screening Report have been prepared in relation to the Subject Proposal, and are submitted as part of this Planning Application.
