Permission for development of an Anaerobic Digestion Facility (Biogas Renewable Energy Facility) The proposed development will consist of the following:
1) Upgraded vehicular entrance and access road, including a new car park for staff, visitor, and users of the adjacent public riverside walk
2) 2 no. weighbridges for separate inbound and outbound weighing
3) Site office building with on-site laboratory, canteen, changing facilities and offices. GFA 161.70m2 Ridge height 8.35m
4) Car park area
5) Workshop and spares storage building, GFA 1,000m2 Ridge Height 10m
6) Machinery and vehicle storage hardstand area
7) Anaerobic digestion tanks and associated vessels located within a concrete-based bunded area with ramped access
8) Wet AD technology comprising 1 no. buffer tank, 2 no. primary digester tanks, and 2 no. secondary digester tanks with integrated pump-room
9) 4 no. digestate storage tanks
10) 3 no. pasteurization vessels
11) 2 no. feed reception tanks
12) Associated effluent and gas pipework and pumps
13) Feedstock storage clamp building with feeder units, including ABPR changing room (operational only if Type 1 ABPR authorization is granted) and fast closing doors. GFA 6517m2 Ridge Height 12.460m
14) Emergency Flare with base and security fencing
15) Containerized Gas CHP unit with concrete base, associated containerized control unit, and containerized heat distribution unit.
16) Containerized biogas upgrading treatment system with associated hard standing
17) Containerised Biomethane Network Entry Facility (Gas Offtake) provided by Gas Networks Ireland (GNI), with direct connection to the national gas grid
18) Drying and Pelletizing, Pellet Storage and Nutrient Recovery Building. GFA 3,000m2 Ridge Height 11.5m
19) Ammonium Sulphate recovered via vacuum evaporation stored in dedicated double-bunded tanks
20) Electric Transformer and sub-station with associated hardstanding and security fence
21) Integrated Drainage system with underground interceptor or storage tanks. Effluent from non-process hardstanding areas will be collected separately from process effluent; all contaminated effluent will be recirculated into the process via buffer tanks
22) Geomembrane-lined rainwater harvesting pond with earth bunding; after mechanical cleaning and UV sterilisation, water will be reused on site as process water
23) Odour abatement system comprising an ammonium scrubber and a biofilter with associated fans and ducting
24) Boundary earth bunding, landscaping scheme, and new fencing
25) Internal street lighting columns with security camera provision. and all associated site works. This development is covered by the provisions of the Renewable Energy Directive III (Directive (EU)2023/2413) and it is important to note that the planning application may be subject to section 34D of the Planning and Development Act 2000, as amended. When a notice issues in accordance with section 34d(b), the provision of article 26A of the Planning and Development Regulations 2001 to 2025 shall apply.
