Fingal County Council – Development of Affordable Residential Units at Dun Emer Site, Lusk, Co. Dublin.
Fingal County Council have a policy to facilitate the delivery of affordable housing on lands within the Local Authority ownership. Fingal County Council wish to appoint a Development Partner with a view to progressing enabling infrastructure along with the initial affordable scheme at Dun Emer Lusk.
The proposed vacant site measures circa 1.3Ha. and has full planning permission for 51 units which also includes for delivery of infrastructure and associated civil and utility services. The site has good access being situated within the Dublin Commuter Belt as well as ready access to the M1 corridor.
The planning permission as granted includes for the following accommodation:-
• 16 No. Duplex Units – 2 & 3 Bedroom Duplex Apartments
• 35 No. Houses – 2, 3 & 4 Bedroom Units
The overall project will include:-
• Infrastructure Delivery on Kilhedge Lane;
• 8 No. designated Social housing units including 5 No. Part V units
• 4 No. designated housing for special needs
• Development and sale of 39 No. affordable housing units.
It is intended that the successfully appointed Partner shall take full ownership of the project from inception to completion to include design development, infrastructure and unit delivery to completion to include the obtaining of compliance/sign-off, transfer of social & special needs units to the Council and sale of the residual affordable units at pre-determined affordable rates.
The successful Developer/Contractor will be required to enter into a development agreement with the Council.
The procurement process will be set out as a two stage process:
Stage 1 sets out the minimum suitability assessment requirements to shortlist suitable Applicants to proceed to Stage 2. A maximum of 7 No. Applicants and a minimum of 5 No. Applicants will be shortlisted for Stage 2.
It is envisaged that the contract will be awarded to the most economically advantageous tenderer following the Stage 2 process.
