01 Dec 2020 Construction commenced of enabling works involving the demolition of existing buildings, site clearance, removal of concrete hard standings, excavation, rock breaking, removal of demolition waste and excavated material off-site.

Permission for a strategic housing development consisting of
(a) the demolition of ‘Charleville’ (now vacant, but previously used by a charitable organisation and not in residential use); the ‘Coach House’ (vacant); all associated ancillary buildings (total approx. 1,327.1 sq m GFA); and the front site boundary wall; and
(b) the construction of a new residential scheme of 105 apartment units in 2 no. blocks (4 storeys over basement plus 5th storey setback) as follows: Block A comprises 53 no. apartments (28 no. 1-bed units, 24 no. 2-bed units and 1 no. 3-bed unit) Block B comprises 52 no. apartments (21. 1-bed units, 30 no. 2-bed units and 1 no. 3-bed unit) A single-storey residential amenity building (approx. 195 sqm) will be provided between the two blocks. Each residential unit has associated private open space in the form of a balcony/terrace/roof terrace. Public open space is also proposed in the form of central courtyard areas, active landscaping, rain gardens and play areas (approx. 2,330 sqm). A basement area (total approx. 3,255 sqm) is proposed on one level below Blocks A and B.

A total of 86 no. car parking spaces (all at basement level and including car-sharing and EV spaces); 154 no. bicycle spaces (132 no. at basement level and 22 no. at surface level); and 6 no. motorcycle spaces (all at basement level) are proposed. Waste Management areas are located at the basement level and an ESB substation and switch room are located at the surface level. The Spy Tower will be retained within the current proposal and any works to this structure will relate solely to landscape proposals. No other development works are proposed for this structure. The development shall be served via new vehicular and pedestrian access points from Harbour Road. The associated site and infrastructural works include provision for water services; foul and surface water drainage and connections; attenuation proposals; permeable paving; green roofs and PV panels at roof level; all landscaping works; boundary treatment works; internal roads and footpaths; and electrical services. The application contains a statement setting out how the proposal will be consistent with the Dún Laoghaire Rathdown County Development Plan 2016-2022.

The application contains a statement indicating why permission should be granted for the proposed development, having regard to a consideration specified in section 37(2)(b) of the Planning and Development Act, 2000, as amended, notwithstanding that the proposed development materially contravenes a relevant development plan or local area plan other than in relation to the zoning of the land. A Natura Impact Statement has been prepared in respect of the proposed development. The application, together with the Natura Impact Statement, may be inspected or purchased at a fee not exceeding the reasonable cost of making a copy, during public opening hours at the offices of An Bord Pleanála and Dún Laoghaire Rathdown County Council.
