The development will consist of modifications to previously permitted development Reg. Ref. 3475/14 (ABP: PL29S.244805) and relates principally to the Student Accommodation element of the overall permitted mixed use scheme and specifically Blocks A, B, C & E. This application does not propose any modifications to the development, permitted under Reg.Ref. 3475/14 (ABP. PL29S.244805), associated with No. 10 Mill Street (a Protected Structure), the former Mission Hall and Block D (office use). The proposed modifications provide for the increase in the total number of permitted Student Accommodation units to 112 no. (from 107 no.) including 53 no. Studio units (increased from 51 no.) to provide a total of 406 no. student bed spaces (increased from 376 no.), together with associated modifications to ancillary student accommodation facilities and ground floor retail/ commercial units. The proposed modifications result in an increase in gross floor area in the overall permitted development from 15,879 sq.m permitted to 16,516 sq.m to provide for 11,757 sq.m GFA of Student Accommodation with ancillary facilities including new student café use (64 sq.m GFA) and study-mezzanine (95 sq.m) areas (increased from 11,286 sq.m GFA); and 3 no. retail/ commercial units totalling 497 sq.m GFA (decreased from 513 sq.m GFA). There are no changes proposed to the permitted maximum height of Blocks A, B, C & E. The principal modifications to the development includes the insertion of a mezzanine level between ground and first floor level of Block C and part of Block B & E to provide a total of 3 no. additional 6 bed cluster Student Accommodation units and 2 no. additional studio units together with additional plant area, circulation spaces and ancillary student accommodation facilities; modifications to permitted 4 bed cluster and studio unit to provide a reconfigured 5 bed cluster and studio units at First to Fourth Floor Levels of Block A; conversion of 2 no. permitted studio (1 no. bedspace each) to 2 no. dual occupancy units (2 no. bedspaces) on Mezzanine, First and Second Floor Levels of Block E; reconfiguration of a permitted 8 no. bed cluster at Fifth Floor Level of Block C; reconfiguration of permitted retail/ commercial spaces (including the provision of an ancillary student café space of 64 sq.m in Block A), plant areas and refuse areas ( Blocks A, B & E); minor reconfiguration of permitted stair cores and lift position in Blocks A and B and consequential changes to layout; reduction in size of a permitted balcony and introduction of a new balcony on the western elevation of Block C at First to Fourth Floor Levels; relocation of balcony area (at roof level) associated with 1 no. unit, from west to east side of Block C; provision of additional maintenance accesses to roof level from Block B at Fifth Floor level and Sixth Floor Level and from Block C at Third Floor Level; modifications to permitted to internal courtyard; minor, localised, modification to the permitted footprint of Blocks B & C; modifications on all elevations of Blocks A, B, C & E, including the introduction of a bay windows (at First to Fifth Floor level); reconfiguration of entrances to retail/ commercial units (at ground floor level) of the northern elevation of Block A (onto Mill Street) and all other associated elevational changes and minor modifications to fenestration.
