Planning permission and modifications to existing permissions (Reg. Refs. D08A/0348 & D09A/0448) to facilitate development at a site located principally between the UCD Sports Centre, Energy Centre and Water Tower (a protected structure, RPS No.1901) and including areas to the north and south of the Sports Centre and the Student Learning, Leisure and Sports (SLLS) Complex (under construction), and south of the Student Centre; all within the campus of University College Dublin, Belfield, Dublin 4. The total site area is c.3.84 ha in extent. The development will consist of “Commuting Facility West” – a 4-5 storey building with occupied roof, comprising a total gross floor area of c.17,037sq.m and a maximum building height of c.41.33m OD. The building will comprise 583 No. car parking spaces, 617 No. bicycle parking spaces, and 81 No. motorcycle parking spaces. The building will include shower/changing/locker/WC facilities, a retail unit of c.113sq.m, staff areas, storage, circulation and plant areas including substation. The proposed building replaces 88 No. existing surface car parking spaces, 5 No. tennis courts, and landscaped areas. 84 No. spaces within the existing surface car park to be retained. Removal of trees and landscaping to provide new roads/footpaths/cycle-paths around the commuting facility. Relocation and expansion of the existing bus terminus to now provide 4 No. bus stops with associated shelter/seating areas and 5 No. bus/coach standing/parking areas. Revised landscape boundary and fencing around the Water Tower. The remainder of the subject site to provide new/revised landscaped areas, including a c.300m covered walkway, and new/replacement planting throughout. Redesign of area to the north of the SLLS building (under construction) previously permitted for 140 No. car parking spaces, bus set down and ancillary areas under Reg. Ref. D09A/0448, to now provide 4 No. tennis courts, landscaping/servicing areas. Other service works to include new underground walk-through duct and diversion of existing site utilities. Provision of solar panels on roof, south and west elevations of Commuting Facility. All associated site development, servicing, landscaping, lighting, signage and treatment works.
