Permission for revisions/modifications to a mixed-use town centre development on plots TC1, TC2 and TC4 as permitted under Reg. Ref. DZ17A/0862. The overall effect of the revisions/modifications is to decrease the overall gross floor area of the development from 190,792 sqm to 190,728 sqm and decrease the gross floor area of non-retail uses from 30,974 sqm to 30,949 sqm and retail uses from 20,139 sqm to 20,100 sqm. There is no change in the permitted number of residential units (1269 no.) or the permitted gross floor area of High Intensity Employment uses (22,946 sqm).
The proposed development will comprise amendments to the below podium areas and podium levels of TC1/2 and TC4 to facilitate the relocation of the permitted Park & Ride comprising 194 no. basement car parking spaces from plot TC4 to plot TC1/2 resulting in a decrease in car parking spaces within TC4 basements from 1,120 to 926 and an increase in car parking spaces within TC1/2 basements from 2,792 to 2,986. The overall total number of car parking spaces within plots TC1, TC2 and TC4 remains unchanged at 3,912 spaces.
The proposed amendments arising from the relocation of the Park & Ride will comprise the following with reference to the plots, blocks and levels described in the parent permission: Plot TC1/TC2 Below Podium: Reconfiguration of basement Levels B2, B1 and BM car parking and circulation areas to accommodate 194 no. park and ride car parking spaces within Level B2 and provision of associated lift/stair core access to podium level resulting in an increase in car parking provision at Level B2 from 1049 to 1076 spaces, from 1245 to 1253 spaces at Level B1 and from 498 to 657 spaces at Level BM and provision of a non-retail kiosk unit (66.5 sqm) at basement Level B1;
TC4 Below Podium: Reconfiguration of basement Levels B2 and B3 car parking and circulation areas to provide for removal of 194 no. park and ride car parking spaces from basement Level B3, raising of the Level B3 formation level beneath Blocks F1 and F3 and utilisation of permitted void space to accommodate a new basement level B1 resulting in a decrease in car parking provision within Level B33 from 722 to 360 spaces, a decrease in car parking provision within Level B2 from 398 to 383 and the provision of 183 car parking spaces in Level B1; Plot TC1 and TC2 Podium Level:
The proposed changes at podium level within TC1 comprise the replacement of 1 no. non-retail unit within Block B1 with a park and ride entrance with lift/stair core access and lobby area (59 sqm) fronting onto Grand Parade with associated reconfiguration of the adjoining internal fire escape corridor and amendments to the north-eastern elevation of Block B1 to accommodate the lobby entrance and associated park and ride signage. Plot TC4 Podium Level:
No revisions/modifications are proposed at podium level with TC4 with the permitted park and ride stair core retained for fire escape purposes; Infrastructure and associated site and development works: No revisions/modifications are proposed to the permitted Grand Parade or the permitted Town Centre roads/streets and water services infrastructure works, the permitted cycle parking spaces (comprising 2,795 spaces including 1,812 no. basement level spaces and 983 no. surface level spaces) remains unchanged and no revisions/modifications are proposed to the permitted internal roads/streets of the permitted hard and soft landscaping. This application relates to development in Cherrywood Strategic Development Zone (SDZ) and is subject to the Cherrywood Planning Scheme 2014 (as amended).
