Amendments to planning permission Reg. Ref: 2186/09 (An Bord Pleanala Ref: PL.29S.234927) for a residential and crèche development at a 2.35 hectare site located on lands at Marianella, 75, Orwell Road, Rathgar, Dublin 6, D06 HR13. The proposed amendments to the permitted development comprise of the following: (i) Provision of a residential clubhouse/ amenity area of 894 sq.m gross at permitted basement level for use to future residents of the permitted development, to replace permitted plant, storage and car parking, and associated amendments to the layout at basement level to relocated the plant, storage and car parking. The proposal includes an entrance/concierge area at ground floor level. The residential clubhouse/amenity area will include private lounges, therapy rooms, business/meeting rooms, a gym, a cinema room, a private bar area, private office space, and an external seating area. (ii) Provision of bicycle access ramp to basement level, from the permitted internal distributor road, located to the west and north of Block A. (iii) Relocation of ramp access to permitted basement level at Block A, repositioned to a location further to the west, increase in width of ramp from circa 5.6 metres to 6 metres, and associated layout and elevational amendments to Block A at ground floor and basement level. (iv) Relocation of permitted ESB substation from ground floor of Block A, to the south-east corner of the site, associated amendments to the ground floor of Block A, provision of access from the permitted internal distributor road to the relocated substation, associated landscaping works and provision of 6 no. car parking spaces adjacent to the relocated substation. (v) Minor amendments to internal layout and fenestration and balcony positions at permitted Block A, including amendments to permitted units at penthouse level (fourth floor) at Block A, comprising of the change of 1 no. two bed and 2 no. three bed units to 2 no. larger three bed units and the reconfiguration and re-orientation of 2 no. two bed units, including increase in unit size from 98 sq.m to 116 sq.m each. The proposed amendments will result in the loss of 1 no. two bed unit, resulting in a reduction in the total number of permitted units from 211 to 210 no. (vi) The proposal will result in the reduction in car parking at basement level from 303 no. permitted spaces to 283 no. car parking spaces and an increase of surface spaces from 6 no. to 15 no. This results in a net loss of 11 no. car parking spaces. Bicycle parking spaces at basement level will increase from 172 no. permitted spaces to 230 no. (vii) The proposed amendments result in an increase of 174.9 sq.m in gross floor area of Block A, resulting from amendments to balcony space and the increase in length of Block A by circa 0.8 metres to accommodate the widened vehicle ramp. (viii) All associated and ancillary works.
