Activity in residential construction sector falls sharply compared to 2014 but sentiment remains positive – Link2Plans

Figures from the National Housing Construction Index for the first four months of 2015 show a sharp fall in activity in the Irish residential construction sector when compared to 2014 but sentiment continues to remain positive. The latest edition of the National Housing Construction Index from Link2Plans reveals that commencements have fallen by -51% in the first four months of 2015 when compared to the same period in 2014, while planning applications have risen by +18% nationally year on year.

The data contained in the National Housing Construction Index is aggregated by consultancy Link2Plans from real time planning and project information in every local authority area, with the latest edition of the National Housing Construction Index tracking every project from January through to April 2015, and comparing it with the same period in 2014.

Average number of weeks from planning application to commencement

Danny O’Shea Managing Director of Link2Plans said “Research from Link2Plans shows that from a national perspective, 142 weeks was the average period of time it took for residential developments to get from the planning application stage to commencement of work on site. For one off houses, our research shows that in the first four months of 2015, the process from planning application to starting work took 61 weeks.”

According to Danny O’Shea Managing Director of Link2Plans “Nationally, commencements were down -51% when compared to the first four months of 2014, with every county recording a fall. This continues the trend from the beginning of 2015 with commencements falling dramatically. Project applications however maintained strong double digit growth in 23 counties when compared to the first four months of 2014.”

“Link2Plans considers the first half of 2014 to be very much an outlier in terms of construction activity on account of the structural changes in the market, which saw the introduction of new buildings regulations on 1st March 2014. These one off changes in the sector created a major injection in construction activity for that period. When compared to previous years’ such as 2013, we do see growth in the construction sector, with the first four months of 2015 showing an increase of +11% when compared to the same period in 2013. When these figures are combined with the strong growth in planning applications, which have recorded increases for the past 18 months, the forecast for medium term remains positive.” continued Danny O’Shea Managing Director of Link2Plans.

Danny O’Shea Managing Director of Link2Plans said that “across the country, in the first four months of 2015 the number of residential project commencements fell by 1744 from 3472 to 1698 when compared with the same period in 2014, with the smallest year on year decreases taking place in Waterford (-13%), Dublin (-22%), Cavan (-34%), Carlow (-36%) and Wicklow (-37%).”

Applications up +18% nationally as Leitrim, Louth and Laois record biggest gains

Leitrim, Louth and Laois were the best performing counties for the first four months of 2015 when compared to 2014, recording growth of +64%, +61% and +51% respectively. Cavan (+52%), Sligo (+51%), Kerry (+51%) and Meath (+48%) also returned significant increases while, planning applications were down in only two counties, Limerick (-3%) and Dublin (-1%).

Danny O’Shea Managing Director of Link2Plans said “the number of planning applications in the first four months of 2015 increased by 713 from 3889 to 4602, representing an increase of +18% nationally year on year. This is evidence of the positive sentiment in the residential construction sector, with nearly every county in country seeing an increase in the number of planning applications when compared to the same period in 2014.”

The National Housing Construction Index is produced by a team of researchers at Link2Plans and it relates to all Planning Applications and Project Commencements throughout the months of January to April 2015 and gives a direct comparison with the same period in 2011, 2012, 2013 and 2014.

Link2Plans have produced this index bi-monthly and it has been the most accurate barometer of real time sentiment (planning applications) and actual residential construction activity (project commencements) including residential developments (multi units), one-off housing (self-build) and one-off housing extensions.

Average Durations: Planning Application to Construction Commencement

In this post we examine the time that planning applications are taking to reach on-site construction commencement across all sectors explored in the first edition of the Building Information Index – Q1 2015.  The average number of weeks for a planning application to reach construction commencement phase is currently at 79 weeks, however applications in the Residential Construction sector are currently taking approximately +80%  longer than this at 142 weeks – almost 3 years.

€91 Million Investment in Housing Sector

Govt. Invests in Refurbishing, Energy Efficiency and Adapting Houses for Older People and People with a Disability

Yesterday the Minister for Housing and the Minster for the Environment both announced a €91 Million investment across a number of schemes designed to increase the number and availability of social houses, improve the standard of homes for people with a disability and also upgrading existing houses to improve their energy efficiency rating.

Residential Housing

A €20 million investment is committed to returning over 1000 vacant housing units to use, while over €50 million is committed to adapting houses for older people and people with a disability currently living in private housing and a further €11 million for local authority housing.

In an effort to meet Ireland’s energy reduction targets by 2020 another €20 million has been allocated to improve the energy efficiency of homes.

Speaking yesterday Minister for the Environment, Community and Local Government said

“The funding that I am announcing today, will significantly improve the quality of life of many people across Ireland. One of my huge frustrations is seeing boarded up social housing not being used, therefore it is important to see over 1,000 vacant units come back on stream as quickly as is possible,”

This major investment will provide a significant boos to the Irish residential Construction sector across all counties.

Proposal For Residential Construction Rules Exemptions

Government Proposal Would See Residential Construction (Self-Build Homes & Extensions) Exempt from New Building Regulations

 

The Building Control Amendment Regulations 2013 were introduced early last year to give protection to home buyers following the major controversy generated following such Residential Construction schemes as the Priory Hall Development.

Critics of the regulations have pointed to the additional costs – up to €16,000 for inspections according to the Irish Independent – as being an unfair burden on home builders.  It is this light that the government are proposing exemptions.

It must be highlighted that should the regulations be lifted buyers would have very little in the way of protection.

Alternatives to proposed exemptions to the regulations include broadening the range of professionals qualified as ‘assigned certifiers’ to certify that buildings are compliant during the construction phase, as well as giving owners an opt-out clause.

According to a spokesman for the Housing Minister Paudie Coffey, there have been no firm decisions taken at this stage and the matter is still under public consultation.

An article in today’s Irish Independent illustrates the accelerated rate at which house prices in Ireland are increasing.  This comes off the back of the latest edition of the Link2Plans National Housing Construction Index which shows a decrease in housing construction commencements for the first 3 months of 2015.

Shortage of supply combined with more stringent lending rules issued by the central bank have contributed to the rise in prices with areas outside the capital now increasing at higher rate than within.

Research from Daft now shows that the average asking price is above €200,000.

Residential Construction Projects – NHCI Vol. 19

Published today the Link2Plans National Housing Construction Index Vol. 19 sets out the volumes of residential construction projects planning applications lodged, granted and commenced during the period 1st January – 28th Februay 2015.

The main findings of the latest index show an increase in new residential construction projects planning applications lodged but a fall in projects commenced as a result of the new building regulations introduced at the end of Q1 2014.

According to Danny O’Shea, “Commencements are down in every county when compared to the same period last year with an overall national decrease of -62%, however as noted at the time by Link2Plans, 2014 was an exceptional year due to regulatory changes. The introduction of changes to the building regulations in March 2014 caused an unprecedented surge in commencements which was akin a one off stimulus boost. In fact, commencements for the first two months of the 2015 are up over 3% on the same period in 2013 which probably gives a more accurate picture of the steady but slow growth in the sector.”
